Tarkington Hoops Basketball
Rules and Regulations
Passed and approved by the Tarkington Hoops Basketball Board of Directors.
1. National Federation game rules are in effect, except as noted below and in the attached rules for each division.
2. If a player is present before the end of the first quarter, he/she must play one full quarter to qualify. If a player does not qualify, the team will forfeit the game if it wins the game or will forfeit its next winning game. If a player arrives after the second quarter begins, that player does not have to qualify or play.
3. To qualify for a quarter, each player must remain in the game the entire quarter without interruption. Except in Majors Division where Coaches are expected to manage playing time appropriately but can substitute mid quarter without penalty.
4. A player can be set on the bench by an official due to injury or fouls (of any type), that player does not have to meet the time requirement to qualify.
5. If a player is removed when an injury or illness occurs (as determined by an official), that player still qualifies for that quarter. If the extent of the injury or illness is such that the player should not return, the player is exempt from qualification requirements-the official must make this determination. However, if a coach without an official’s decision removes the player, the player does not qualify for that quarter and is still subject to qualification requirements.
6. Any player who fights, bites and/or uses abusive language to any person during a THB game will be ejected from the current game. This will be a flagrant foul. Said ejection shall be reported to a board member. If the player commits a second violation of the same sort, the player shall be suspended from the league for the remainder of the season (regular and post).
7. Two technical/flagrant fouls for unsportsmanlike behavior in a game by a coach or player will result in an automatic disqualification of the individual for the remainder of the game and the coach or player may be subject to further suspension. If a technical foul and/or a flagrant foul is called on a player/coach a board member must be notified. The player/coach will remain in the game if the referee allows, however the player/coach will receive a mandatory suspension of the first half of the next game. If a player/coach/fan is ejected from the game, they will be asked to leave the game and the gym if necessary. In addition, they will receive a mandatory suspension for the entire next game. If it is a player, they will be allowed to join their team on the bench, but will not be allowed to play. If it is a coach/fan, they will not be allowed in the gym during the next game. Further suspension or expulsion could be discussed by the board. If player/coach/fan gets ejected twice at any point for anything, they will not be allowed to attend or participate for the remainder of the season.
8. Any child assigned to a disciplinary intervention outside his or her school campus will not be allowed to participate in a THBactivity. At the end of the intervention, the child may be reinstated.
9. Any protest must be presented in writing within forty-eight hours to league Commissioner of that division who will then forward the protest to the THB Board for action.
10. The scoreboard will reflect the actual score at all times for each division. The “Up by only 15” points on scoreboard is no longer in effect.
11. There are four time outs per game per team.
12. Overtime will be a two minute quarter. One additional time out is given for overtime. Overtime is an extension of the fourth quarter. Only two overtime periods will be allowed (except for the major division these games will be played to a natural conclusion). If after the end of the second overtime, the score is still tied, a “shoot-out” will occur. The shoot-out is also an extension of the fourth quarter. This shoot-out will consist of five players from each team shooting one free throw. Each team will shoot their free throws consecutively at their basket with no players on the lane (all free throw rules are still in effect). If the score is still tied after the first round, the second round will occur-five players from each team (at the beginning of any round, players can be substituted, any eligible player can be used). This will continue until one team has more points after the conclusion of any round. This is not sudden death. The team with most points will be declared the game winner.
13. No basketballs except game and team balls are to be brought into the gymnasium during games. The league will provide the game ball for game day.
14. Game shoes must be clean and cannot be worn into the gymnasium before the game (this applies to players and coaches). Coaches or their volunteers must sweep the floor between eachgame.
15. No abusive language will be allowed by any person on the playing court or in the gymnasium. All spectators must refrain from agitating teams and officials. Unruly fans will be asked to leave the premises immediately. A 2nd offense will result in being banned for the remainder of the season. It is a coach’s responsibility to help police the parents of the players on his or her team.
16. Teams will only be allowed to use the practice facility during their allotted times unless approved prior with a board member. The only exception allowed is if you are scrimmaging with another team during their allotted practice time. Practices outside of the THB facilities are not limited and are at the coaches’ discretion.
17. If a child attends at least one THB scheduled practice within a two week period, that player must qualify in that week’s game. Patterned absenteeism should be brought to the Board. If the player does show for the game and has not been to practice he must play, but isn’t required to qualify the two continues quarters.
18. A team can play with a minimum of four players. Our goal is to draft a minimum of six players. There will be NO pick up player. Opposing team is NOT required to match player count. Example: the game can start the game 5-on-4
19. Any coach may petition the board for permission to discipline a player who has become disruptive and unruly during practices and games.
20. Only league issued uniforms shall be worn.
21. ALL OFFICIAL CALLS ARE FINAL! You won’t get every call I promise. Please model the behavior you would want a parent to have if your son or daughter was officiating. Coaches are responsible for their own fans. If a fan/and or parent becomes unruly or disrespectful, they along with the coach could be ejected from the game. See rule 7 if an ejection occurs.
22. Based on prior board approval, the THB may upon special request approve a player to play up one division, if the case is submitted to the board for review prior to draft of the respective team. It is solely based on board approval. An individual player may only play in a single division.
23. It is the responsibility of each team to supply an individualcompetent to run clock or book for the game IMMEDIATELY PRIOR to their own game for that day. Failure to adhere to this rule will forfeit the next win of the team responsible for keeping clock or book. Board members will be responsible for running the clock & keeping score for the last game of the day.
24. It is the responsibility of the teams in the last game of the day to ensure that the gymnasium is left clean and in order at the conclusion of their game (4 persons from each team).
25. We are grateful to have the facilities that we do. Please help us keep it clean and looking great! General rule, leave the gym nicer than when you came. Please also help us with picking up trash and throwing it away or cleaning up. We wouldn’t want the district to reconsider us playing here.
K-Hoops Division
1. This division will not keep a score book, wins or losses. The score will be kept during the game.
2. White line is not the official free throw line. THB will mark free throw line with white duct tape. Shooter must start behind the line, however may land over the line.
3. No full court press.
4. No time violation in free throw lane.
5. Offensive team has to initially cross the three point line on the offensive side of the court WITH the ball before the defense can guard them. If the ball crosses back over the three point line, the defense can go up and guard them. Defense must be played man to man per the wrist bands assigned.
6. Four, six (6) minute quarters; Clock will stop on SHOOTING FOULS and TIME OUTS ONLY. Three minute half time; six minutes between games.
7. Excessive traveling and double dribble will be called.
8. The same player cannot bring the ball down the court twice in a row.
9. Each player will get 1 free throw at the start of each half.
10. Goals will be seven feet high. 25.5” light weight ball will be used.
Pee-Wee Division
1. White line is not the official free throw line. THB will mark free throw line with white tape. Shooter must start behind the line, however may land over the line, within reason, but cannot attempt the rebound until the ball has hit the rim. This is at referees’ discretion.
2. No full court press.
3. No time violation in free throw lane.
4. There is NO LONGER a three point defensive line rule. Teams CAN half-court press the ENTIRE game. The 10 second backcourt rule will always apply.
5. Four, six (6) minute quarters; Clock will stop on SHOOTING FOULS and TIME OUTS ONLY; except the last two (2) minutes of the 2nd and 4th quarters. In the last two (2) minutes of the 2nd and 4th quarters the clock stops on the WHISTLE. Three minute half time; six minutes between games. This rule change is put in effect to tighten the Referee calls for the game.
6. Referees will loosely call traveling and double dribble during the first TWO games ONLY and will tighten up for the remainder of the season including playoffs. Note that ANY double dribble or travel purposely used to gain advantage will ALWAYS be called and any goal scored as a result will be waived off.
6. Each player will get 1 free throw at the start of each half. Each team will have an opportunity to gain the same number of points. The team with the lesser number of players may choose who gets an extra free throw. No player may have more than 2 shots per half or 3 shots in the game.
7. Goals will be eight feet high. 27.5” ball will be used
Minors Division
1. Free throw line will be marked with tape for the girls in the primary gym, it is our goal to get them shooting from the regular line if physically able. The regular free throw line for the boys will be used in the intermediate gym. Shooter must start behind the line, however may land over the line, within reason, but cannot attempt the rebound until the ball has hit the rim. This is at referees’ discretion.
2. Defense may press offense at mid court line except as noted in rule 3.
3. Full court press is only allowed in the second and fourth quarter. No full court press by a team if they are ahead by 15 or more points. No full court press will be allowed in the first or third quarters. Full court press outside of allotted times will result in 1 warning per team followed by a technical foul per incident with associated free throw.
4. Overtime is considered an extension of the fourth quarter; full court press rule is still in effect.
5. Five second time violation in free throw lane.
6. Referees will call traveling and double dribble from the beginning of the season.
7. Goals will be nine feet high for the girls and ten feet high for the boys. 27.5” ball will be used for boys and girls.
8. Four seven (7) minute quarters; Clock will stop on SHOOTING FOULS and TIME OUTS ONLY; except the last two (2) minutes of the 2nd and 4th quarters. In the last two (2) minutes of the 2nd and 4th quarters the clock stops on the WHISTLE. Four minute half time; six minutes between games.
Majors Division
1. Full court press will be allowed for the entire game.
2. Three seconds in lane will be called as normal.
3. Four eight (8) minute quarters; four minute half time; six minutes between games. Clock stop on dead ball per ref whistle.
5. Team fouls reset each quarter, bonus at 5. Bonus will always be 2 shots. No more 1-1 free throws.
5. Goals will be ten feet high. 28.5” ball will be used.
